PRRO for Sole Proprietors (FOP): How to Register and Get Started Step by Step

A PRRO (software cash register) lets a sole proprietor (FOP) issue fiscal receipts without a physical cash register — from a tablet, smartphone or computer. Registration is done online and takes just one evening. Here's what you need and the order to do it in.

Who needs a PRRO

Most FOPs in groups 2–4 and legal entities that accept cash or card payments are required to process transactions through a cash register (RRO) or PRRO. This applies to cafes, shops, service businesses and mobile trade. If you're unsure about your type of activity, check with the tax office or your accountant.

What you need in advance

  • A qualified electronic signature (QES) to log in to the electronic cabinet, plus a separate QES for each cashier.
  • Access to the taxpayer's electronic cabinet.
  • A POS with PRRO — for example, Goovii, which has PRRO built in.

Step 1. Register your point of sale

In the electronic cabinet, submit a notice of a taxable object (form 20-OPP) with the address of your cafe or shop. Step-by-step instructions are in the knowledge base article "How to register a point of sale".

Step 2. Register the PRRO

Submit an application to register the PRRO, specifying the point of sale. Once registered, the register receives a fiscal number. Instructions: "Registering a PRRO (cash register)".

Step 3. Register the cashier

Notify the tax office of the QES key the cashier will use to sign receipts. Instructions: "Registering a cashier".

Step 4. Connect the PRRO to your POS

Enter the PRRO details and the cashier's key in your Goovii account, open a shift on the register — and you're ready to sell. Opening a shift is reported to the tax office along with a service cash deposit, and a Z-report is generated when the shift is closed.

What to do if the internet goes down

A PRRO can work in the offline mode provided for by the rules of the State Tax Service (DPS): receipts are generated with offline numbers and sent to the tax office once the connection is restored. In Goovii, this happens automatically. Offline mode is time-limited, so keep an eye on your connection stability.

How much a PRRO costs

A software cash register may be a separate paid service or come as part of a POS system. In Goovii, PRRO is included at no extra cost, along with the POS, inventory and reports.

Common mistakes

  • Registering a cashier before the PRRO and the point of sale.
  • Sharing one key among several cashiers without need — reports are easier to sort out when everyone has their own.
  • Forgetting to close the shift with a Z-report at the end of the day.
